This situation can happen, and it is a normal system behaviour.

When a participant accesses a decision form, the simulation data is loaded into a local instance dedicated to that participant, allowing them to work independently without the actions of other team members affecting his forecast results.

Then, when they click on the button Save, the team's decisions become official.

In the meantime, if another participant is working on the simulation and has not updated the most recent data, they might see a different estimated budget.
